Every so often I will get requests such as this:
"We want to build a Website that has a custom ECommerce store. We need a logo built and a few other graphics. We also want to use FLASH on the home page. Can you do all of that?"
The answer would be no. I, by myself, cannot do all of those things because I do not build graphics nor can I do FLASH. I got you covered on the programming for the ECommerce store but I would need to bring in someone to do the graphics and someone else to do the FLASH.

But one time I got the following response:
"Well, the former developer we worked with could do all of those things."
It does not surprise me but finding someone who can do all of those things is rare. Of course, one could also question if that developer is highly specialized in any one of those tasks.

Programmers can usually adapt to different technologies fairly easily but not without a learning curve either. It is possible that a developer will have experience with multiple design and development tasks if they have been in a situation where they were forced to do those things or they simply decided to take a few weekends to play with them.

In most cases, the commissioned project mentioned above would require at least two, likely three, developers. Database programming, Graphics, and FLASH are three entirely different sub-areas of Web development. Much like auto body, transmissions, and interior restoration are three different sub-areas of automotive work. There may be some crossing over but the only way you are going to get the best of all three worlds is to hire three different individuals who specialize exclusively in each task.

What it comes down to is this - clients looking to have a Website built should be aware that Web development is a diverse science. Don't lump it all in to one thing. You may have to work with multiple people to get to where you want to go or find different development aspects of your Website costing different prices.

Normally, one individual will be in charge of the project and they will sub-contract out the other elements they cannot do. Thus, your costs may vary from what to how the lead developer is billing you. For example, I only work hourly. If I had to contract out to get design and FLASH done then you may pay an hourly rate that is higher/lower than mine or you may be billed on a flat rate.

Nonetheless, you will likely need multiple people to complete complex design projects.
